Globally we see governments and commercial companies operating fleets of ships struggle to find a financially prudent, environmentally friendly solution to “end of service” vessels. What is a “problem vessel”? In general, it may be a vessel that is: • Decommissioned or beyond its operational life span • Cannot be exported for disposal • A financial drain on ownership resources • At risk for accidental sinking or pollution damage to the marine environment • A suitable buyer cannot be found, or the vessel is restricted from resale • Cannot be refitted for continued use, or has limited residual value • Deemed to be derelict (as defined in the Wrecked, Abandoned or Hazardous Vessels Act, Part 4) Why consider a disposal at sea? • Cost Savings: To prepare for reefing, a vessel is cleaned, its parts recycled, machinery sold allowing for cost recovery, which is not nearly as labour-intensive nor time consuming as wholesale scrapping. No need to tear a vessel down to the last ton of steel. • Towing for Removal: High transportation costs can be averted with a local disposal at sea option. • Reefing is Regulated: The current regulations on the conversion of ships to reefs is well practiced in Canada by the ARSBC and is recognised by federal and provincial governments and several First Nations. • Environmentally Friendly: For the health of our environment, reefing limits the carbon footprint of vessel disposal by reducing the costs of supplies, cutting gases and fuel as well as reducing transport fees and more. An artificial reef is a habitat management tool. Reefing a ship is a green marine initiative promoting your vessel as a contribution to marine restoration efforts. • Local Tourism: The conversion of vessels helps support the popularity of eco-adventure recreational diving and develops community sustainability through related business services and tourism initiatives. • Eligibility: Not all vessels may qualify for a disposal at sea option; the ARSBC can assist to first evaluate a vessel as a candidate.
